PROPOSED RATE AMENDMENTS
REGULATORY CHARGE: FIEC proposes a fixed monthly Regulatory Assessment per meter to recover the cost of the annual assessments charged by the Maine Public Utilities Commission (Commission), the Maine Office of the Public Advocate, Efficiency Maine Trust, and amounts due to the Maine State Housing Authority for expired net energy billing credits (per M.R.S. 35-A §3209). The rate will be updated each year to reflect changes by governmental entities. Every customer with an active meter will pay this charge each month, regardless of kWh use.
The estimated 2026–2027 charge would be:
$74.66 per meter annually
$6.22 per month
LOW-INCOME ASSESSMENT CHARGE: FIEC proposes replacing the current kWh-based LIAP Assessment with a fixed monthly charge per meter. The rate will be updated each year to reflect changes by governmental entities. Every customer with an active meter will pay this charge each month, regardless of kWh use.
The estimated 2026–2027 charge would be:
$33.39 per meter annually
$2.78 per month
DECREASED DELIVERY RATE: To avoid overcollection of regulatory costs, FIEC proposes decreasing T&D rates by $30,263, which is the amount currently included in the T&D rates for regulatory expenses, as follows:

FIEC will hold a public hearing on Monday, July 27, at 6:30 p.m. at Smith-Hokanson Memorial Hall, Vinalhaven School, 22 Arcola Lane, Vinalhaven, ME, 04863. Customers have the right to request additional information regarding current and proposed rates. Customers have the right to an open and fair hearing and to further hearings before the Commission. The Office of the Public Advocate provides guidance on how to participate at the Commission at www.maine.gov/meopa/home.
FIEC’s customers have the right to petition the Commission to investigate the proposed assessments and tariff amendments. Petitions must be signed by at least 10% of FIEC’s customers and filed with the Commission by August 28, 2026. Upon request, FIEC will provide customers with a petition form that includes space for signatures and for the printed names and addresses of the petitioners. The Commission’s online case management system is available at www.maine.gov/mpuc/online-services. This case is assigned Docket No. 2026-00092.

The Capacity Charge is as follows:
The On-Peak Capacity Charge is higher because FIEC’s most significant peaks occur during the summer months, from June to September. FIEC must design and operate the electric system to serve the high summer peak loads.
The Off-Peak Capacity Charge is lower because FIEC’s winter peak loads are smaller, and the capacity costs are spread across fewer customers.
